Draft a one-page project profile for the pilot ward.
Recruit 5–10 founding volunteers; open communication channels.
Run the pilot. Document everything — photos, numbers, testimony.
Publish the first Impact & Accountability Report.
Replicate the model in a second ward; begin formal registration.
